Grand prix mode (Help)

I've tried everything to play the grand prix or the flag mode, and I never find a match, it always keeps organizing a match, and after ten minutes it leaves. I got the permits so I could run, but it didn't help. It makes you want to try playing these modes. I can't even play in a group either. Impossible to complete the missions like this.
