Exiting the Beta 2 run from Steam successfully brings up the survey window, but once you close that window the game is still "running" and you can't click "Play" again from inside Steam. You have to exit and restart Steam to play again. Should be fixed. I turned to using my Xbox One to play the Beta 2 properly. Thanks.
