Obtaining certain Karts

I've noticed some players with a kind of "monster truck" kart that I can't seem to find anywhere in the game - I've done all activities that are available in the game currently, maxed out gold licenses, checked and bought all items on store, looked through all achievements etc.
Where can I get that kart?

    UPDATE: I got a response:
    Titan not out yet. It was available during the global racing test. If you see it in game it's a bot

    So I think we need to wait, it's not available yet, just the bots being happy

    I also participated on the closed beta test, but I only got that CBT plate, so I think it's not a closed beta bonus.
    I also tried to change the language on my phone to korea, thinking it's a region kart or something, but no success.

    I want this kart so much, if anyone know how to get it, please give us some help

    Yep, you're right. Phone doesn't help sometime in that type of things when we change the region it create issue in languages. Sometime when you contact to support they have some automatic call system which didn't listen the problem properly.
